AI Enters the Supervised Deployment Era: Regulators and Markets Tighten the Screws

The past 48 hours show a meaningful shift in the AI conversation: it’s moving from “can we build it?” to “can we run it—safely, compliantly, and profitably?” For CTOs, this is a signal that the next competitive edge won’t come from model access alone, but from operationalizing AI under increasing regulatory scrutiny and economic pressure.

On the regulatory side, the UK’s FCA is actively building mechanisms to enable AI adoption while raising the bar on controls. The FCA’s AI Live Testing cohort is explicitly designed to help firms deploy AI in financial services under supervised conditions—effectively normalizing the idea that AI systems should be trialed with regulator-visible guardrails rather than quietly rolled out and “fixed later” (FCA AI Live Testing). At the same time, UK and EU regulators signed an MoU to strengthen oversight of critical third parties (MoU on critical third parties), reinforcing that resilience and governance now extend well beyond your own codebase—into cloud providers, data vendors, and AI tooling supply chains.

Meanwhile, market narratives are converging on a parallel constraint: AI initiatives must demonstrate a credible path to value. In other words: you can't govern what you can't see, and you can't justify ROI if you can't measure impact.
